Open Access is a commercial process used to create a panel of organisations that are approved to deliver services. In the case of NTP, this framework will consist of tutoring organisations who will be eligible to provide subsidised tutoring to schools from the 2021 to 2022 academic year.
Under the NTP Open Access scheme, a set of criteria are used to define standards. Each standard must be met for an organisation to be admitted to the framework. Organisations that can evidence that they meet all the standards, are admitted onto the framework to be eligible to provide tutoring through the NTP, as a Tuition Partner.
Open Access is a more flexible approach and better meets the needs of this particular programme. A “regular” tender competition would only enable us to admit tutoring organisations to apply at one point in the programme (or predefined fixed points).
An Open Access scheme enables us to set the standard for a tutoring organisation to be accredited and then open the application window as frequently as is required by the programme, including opening windows for specific regions. This way we can make sure that we have enough Tuition Partners and tutors to deliver the NTP.
Yes, we will share a Microsoft word document with all the questions, and details of documents you will need to have ready to submit. This document will be available to you if your organisation passes the five initial questions asked when you start your application on the platform.
You must read the Open Access Scheme guidance in full available here, before starting the NTP application process for Tuition Partners. The criteria including the standard thresholds are set out in the guidance. You will need to read the guidance to make sure you provide the required information and documentation when answering the questions.
Please refer to the guidance here, accreditation criteria number 9.Tuition Partners will be expected to submit costs in line with the £22.31 per hour per pupil average. If Tuition Partners are submitting costs above the value for money benchmark your organisation will need evidence that the cost submitted is value for money for the tutoring delivered.
